Uzbekistan: duties on leather to boost local industry

Uzbekistan is introducing duties on leather exports. Last March 14, 2025, the Uzbek government adopted the Presidential Decree “On Measures to Improve Product Export Procedures and Stimulate the Production of Finished Products with Added Value”. Hence, starting in July, Uzbekistan will impose export duties on a range of goods including meat products, raw hides and leather, and semi-finished goods.

Adjusting exports

The main objective of the measure is to bring export procedures in line with World Trade Organization standards. The presidential decree introduced export customs duties on 86 types of goods, with them going into effect on July 1, 2025. These goods include “Raw leather and semi-finished leather products, raw silk, cotton yarn and knitted fabrics”. Kun.uz points out that taxes were set for the export of these goods, but they have now been abolished. A second category affected by the measure consists in: “Meat products, grain, cereals, rice, mineral fertilizers, leather raw materials, PET waste, scrap and non-ferrous metal waste”. These goods could previously be exported only upon authorization, which was based on the decisions of the President of the Republic of Uzbekistan or the government. Now these requirements have also been abolished.

Attracting investments

According to local media, the decree further improves export procedures, encourages the production of value-added finished products based on local raw materials, and serves to increase the attractiveness of investment in the processing industry.
